化妆品安全报告(CPSR)所需包含的内容，其中共包括两个主要部分：
第一部分(Part A)包括：组分信息、物理化学特性和稳定性、微生物含量和防腐剂有效性要求、包装材料信息、正常和可预见使用情况、产品暴露信息、单个组分暴露信息、组分毒理档案、产品已知副作用或严重副作用和其它产品信息。
第二部分(Part B)包括：评估结论、警示标签和使用说明、评估理由和评估人资质信息。
申请欧洲CPSR化妆品安全报告，所需要提交的资料包括有：
微生物测试报告、重金属测试报告、防腐性能测试报告、稳定性测试报告、甲醛测试报告、甲醇测试报告、邻苯二甲酸盐测试报告、二恶烷测试报告、二乙醇亚硝胺测试报告、包装材料重金属测试报告、产品的其他资料等。
化妆品出口欧盟CPSR认证项目：
①　物理化学特性The physicochemical characteristics of the finished product"
②　每种成分的原料安全数据表和检测证书MSDS or COA of each components"
③　安全数据表，26种过敏香料测试报告和46版IFRA证书the msds, 26 allergen test report and 46 th-amendment IFRA certifiate."
④　微生物质量测试报告microbiological quality test report shall be submitted"
⑤　产品（配方）重金属测试报告heavy metal test report for the product (formulation)"
⑥　防腐抗菌测试报告Preservative challenge test (PET) report"

⑩　产品包装上的使用说明A copy of the wording on the packaging with respect to instructions for use of the product – and any warnings given must be supplied"
